For over 10 years with Brown and Caldwell, Jeff advised a variety of clients on strategic planning, organizational redesign, change management, regulatory enforcement, operational optimization, and asset management. Jeff joined Brown and Caldwell after completing 28 years with the Metropolitan St. Louis Sewer District (MSD) serving as their Executive Director for the past nine years. The MSD serves the greater St. Louis area with a population of approximately 1.3 million people. He managed and supervised a 900-person staff with an annual budget of over $400 million. The District operates seven treatment plants, 6500 miles of wastewater collection system, 3000 miles of stormwater system and 286 pumping stations. Jeff has an undergraduate degree in Civil Engineering from the University of Missouri and a Master of Civil Engineering from Southern Illinois University. He is a licensed professional engineer in Missouri.
